Any fine, fee or part of any fine or fee assessed in accordance with the provisions
of this division and remaining unpaid after the exhaustion of, or the failure to exhaust,
administrative procedures under this division and the conclusion of any judicial review
procedures, shall be a debt due and owing the city, and, as such, may be collected
in accordance with applicable law and as provided in section 28-98. Payment in full of any fine and fee resulting from a stopping, parking, and standing
violation shall constitute a final disposition of that violation except if the payment
is made under protest pending the final disposition of a timely filed administrative
review under the administrative review law, 735 ILCS 5/301 et seq.
