No permit issued pursuant to this division shall be transferred, sold, or assigned
to any other person without the prior written permission of the city manager. No transference,
sale, or assignment shall be approved unless the proposed owner meets the requirements
of sections 26-290 and 26-293(a)(7). A nonrefundable fee of $100.00 must accompany the request for transfer for
commercial parklets.
